"Complied" sounds like lawyer talk. It probably means they gave them what they officially have strictly within the scope of the request. It does not necessarily mean they turned over actionable proof of criminal wrongdoing.

Remember, the president doesn't have to get a warrant to wire tap someone and the justice department doesn't have to be the one to do it. The CIA and NSA are not a part of the justice department.
