It's 1088 (17blocks*64bits) bit message, my assumption is that it's a 1024 cipher, and first or last block is a public key.

Actually, maybe the hex numbers until 0000 are plain text, but there's no standard encoding where having two 0 bytes in the middle of the fucking string would make any sense.
