Quick digging showed the preferred coding used when submitting files to wikileaks was OpenPGP, and wikileaks would give a suggested cypher code to encrypt the files before sending. The fact that the code has gone public [allegedly] would have made it more difficult and Assange's twitter post could be the newer secret code. It doesn't work with any of the supposed "insurance files" readily available on the internet, which used to be found here

This means that this is either a cypher leading to the real code or the so called insurance files are fakes, or last that the code leads to the place to get to the files which must then be decrypted through a secondary method [usually explained on the location of those files itself].
