Working on this possible theory.

1000 years of "missing time", then in the 1700's no sign of tartarians... but all of their buildings remain standing, and this "Elite Authority" were suddenly in "charge".

cementing my theory on a time reset before the 1700's by archons with some kind of time reset technology (whatever that would be).

The land of tartary was what the west called the mongols
I don't quite follow your arguement
They were eventually spread to thin after the loss in the Middle East
And land slowly partitioned by rival neighbors

I think the real civ that the Europeans wrote about that disappeared completely was the kingdom of john prestor. Read the travels of sr. mandelville, it might add to your research in the matter and it's relatively short.

Different races of humans described... beings with no head and their face on their chest.. trippy stuff

Nearly everything that we know about ancient history comes from just two members of a
secret, magic-based cult: Joseph Scaliger, of the 16th century, and Denis Petau of the 17th
century. These historians forged and propagated false records of pre-Renaissance history that
continues to be used to this day.
Before then, there was no mention of Classical Rome and Classical Athens in history
books. History had been re-writen, pieced together with material from disparate sources.
Original documents were extremely rare. Most documents were copies of copies of
questionable integrity. Any surviving original documents were likely to have been burned and
confiscated in the very many purges of the Roman Papal Army afer the agents of chaos took
control.
The Renaissance itself was not a sudden flourishing of the arts afer a ‘Dark Ages’ of exactly
1,000 years but a historical deception. The campaign was financed almost entirely by a single
family, the Medicis, who were all members of a secret, magic-based cult.
