Syria wants to create a zone in Syria to help house and take care of refugees. The US was supposed to be working on this effort but Turkey says they are moving too slowly and don't agree about who should be in charge of the zone. So essentially the US is giving the green light to Turkey to establish this zone and get rid of the Syria Defense Forces in the region. This is going to be a real battand and le, and very risky for Turkey, but I think it is a must because they cannot take care of these refugees and the border is a mess
