You said They're the only people on the planet with a kill the world doctrine called the Samson option, and you are mostly correct. They do indeed have a plan called the Samson option, and it is indeed a plan that is basically geared towards taking out as many people as they can if they believe their country is about to be destroyed.

But the Samson option is a nuclear response plan in which they launch every single nuclear weapon they have at anybody they can reach with them. They are fully aware they will be erased in 5 minutes, but they've already reached the conclusion that their country is destroyed anyway, so they don't care.
