After about 10 minutes of rain noise drops finally started appearing and things getting wet. But the noise stayed at the same level!

Yes, about 6 months ago I heard exactly that.
I was alone and having coffee on my porch very early in the morning.
The sun hadn't come up yet and I heard this lady sobbing behind my house and my neighbor's house.
My neighbors are not early morning people at all so I knew it wasn't one of them.
The sobbing sound seemed to travel up and in a whirl it was very strange.
