Obviously: Any government program has been a decade in the making. 2010 we had what national crisis oh ya 2 yrs into a presidency. Probably 2yrs concept and development of a plan. A year to acquire funding and then maybe 5yrs of development of the project. Launch schedules are probably planned a year in advance. So Obviously that money has already been allocated, spent and the mission will go on. Obviously this all makes complete sense. As for new programs, I doubt we are developing much in the planning aspect with these shutdowns. However, Your observations may differ, Obviously.
