There's a reason why those beach areas are all sand and not even trees or buildings are there. Large storms that sweep it all out to sea. There's a place along the southern Oregon Coast where they built a city. They even had a bowling alley. When I went to see it, in the early 1980s, only the occasional cement foundation was left.

The Pacific Ocean will do something about these houseless encampments, and most likely she will take them back, to the open ocean.

It's not their fault. They feel sorry for the chronically poor, the drug addicts, and the mentally ill that refuse to take their meds. They identify with them and defend them, many times more than tbe rest of us, who find ways to stay busy doing some sort of work. They believe they are vulnerable and needing a bill of rights. It's everybody's problem, really. And it's the other side of socialism, the side where people can't and refuse to work, much less clean up after themselves.
