If it's like most civil wars and we kill 2-3% of the nation that's 7-10 million dead, not to mention another 30 million wounded and injured. Which begs the question, has some "quiet agreement/leverage" been made/used to get the "occupying force" to make a move that would place them in direct violation of the "rules of war", forcing a reaction from the military ?

Problem is, and this is a slight possibility, the scotus no longer upholds the constitution so they could just allow congress and Biden to do whatever they want.

Think about it, scotus ruled in favor of Obamacare, which was unconstitutional. They ruled that Trump couldn’t override Obama’s Daca EO with his own even though that is unconstitutional. They so far have refused to hear the cases regarding the state legislatures having their power unconstitutionally usurped .
