A Federal Reserve note is an ASSET to the Federal Reserve Bank - the issuer - it is a liability but but nonetheless an Asset - the only asset they create - DEBT OWED TO THEM. Every dollar you posess is an OBLIGATION of the United States to repay that dollar to the FEDERAL RESERVE BANK.

The entire money supply of the USA and every country on Earth is comprised of debt owed to someone else. Been like this for all of recorded history all over the planet. That is why money circulates because you all are in debt to everyone. If all the debts were paid there would be no money in circulation.
