Just guessing but I surmise that these are not spy balloons but perhaps bioweapon balloons. Since they are getting away with their presence I imagine it is with kind of collusion/agreement of insiders allowing their presence and agenda. Think out side the box here. If that's up at 90K feet, then you will have a large area that the debris will come down over. I can understand the logic of not wanting it to come down over a populated area, but then again Montana would have been the perfect area for that. Probably not the best area though if you want to recover the wreckage though.
