While technically you are correct, the fact remains that the US has never been proactive. The population nor the government ever act in proactive ways. We have to wait for a mass shooting before putting in metal detectors, we have to lose a spouse to second hand smoke before we really quit smoking.

Americans do not change until there's a traumatic emotional event. We are emotionally reactive to everything and almost never logically responsive. This is why you see kids trotted out after every shooting, to illicit the emotional reaction. This is why we got the Kuwait babies in incubator story before Desert Storm in the 90s.

You personally might look at something like this and think of the proper and logical things to do. Our government doesn't think like you. Our government wants you dependent on them... our government likes reasons you may need them. Solving issues and threats before they happen doesn't give them more power and control over you. Any issue that can be leveraged for votes, money, or more power and control will never be solved.

This attack scenario has been well known since Operation Fishbowl. Yet here we are with a balloon going all the way across the country.

That being said, there is also reason to think we figured out, long before this balloon crossed into the country, what was on it and deemed it a non threat. You and I both damn well know they knew exactly what was on this thing long before it entered our airspace.

And it could also be a way of our government letting China THINK it has this new capability. It's not a bad strategy to allow your enemy to believe they have an advantage when they do not.

You overlook the BIG issue: China scored a political coup here over the “ detente” idiots ….like Blinken heading over there to lecture them against supporting Russia and threatening them with sanctions. Even if his trip is rescheduled, US-China dynamics have now shifted to the benefit of US hardliners prepping for the threat from China, now a dominant topic. Which also boosts Chinese hardliners responding to the US rhetoric and military exercises and base expansions.

Furthermore this incident comes while the ponderous asshole SecDef Austin is out of the USA, touring Asia to drum up support for an eventual US war with China. Sure makes US defense promises look strong, eh?

If there is anything positive, maybe it will accelerate US moves to extricate diplomatically from war to the death in Ukraine and escalation with Russia..to a settlement….realizing it’s going to take time and resources to get ready for war with China.

I don’t necessarily agree with your assessment that the government doesn’t behave proactively. There’s much that you or I will never know about because the government did in fact respond proactively and it never happened.

But when the timing fits the narrative, all bets are off.

They are going to shoot down the balloon, like always, after the damage (either psychological or data driven) is already done. If the USA wanted to shoot down the balloon they could have done it already with the F-22 (65,000 ft elevation) or with a lazer from the TR3b Black Manta (that can fly at any elevation). But since we we are not supposed to know about the TR3b just like we were not supposed to know about the stealth bomber 35 years ago, they won't use the TR3b. They have to use the F-22 for their optics show. The only sensible conclusion is that it is a test apparatus to be replaced by an EMP device later on. The squares are not solar panels but 8 solid state meta materials phase array antennas. Most likely a ground penetrating radar system. For some applications the satellites are too far and such system is offering better resolution. They are scanning our underground facilities.
