The reason BP is using the toxic dispersant is not because he causes the oil to disperse in the water it is because it kills the animals in the Gulf's waters so they die and sink where they are rather than wash up on the shore covered in oil.

It is all about dampening (controlling) negative public opinion.

The other reason BP is using the toxic dispersant and they won't stop using when asked to is because the use of the dispersant lowers the % of any water sample that the oil constitutes. This will have a significant impact on the amount of fines and damages BP must pay when all the legal claims come before the courts and are settled.

To further hedge on the true % of oil in any water sample taken, BP is being careful to use the SAME LABORATORY (to the exclusion of all others) that they ALREADY have an ongoing business relationship with.
