It is not unusual to see rental vehicles on bases.

however this picture certainly is weird. Specifically the white covers around the tents.

Mcveigh was guilty but the FBI (suspect 2) helped them along and planted bombs inside the building. The truck bomb was rather crude and could never cause serious damage.

but looking at the two photos, it looks like they could be faked. in one photo the tents are aligned with the short run of the rectangular camp and in other photo the tents are aligned with the long run of the rectangular camp.

It's possible it was faked, but, I think it's the camera angle that is affecting the orientation of the rectangular enclosure. If you look at the elements in side; the white enclosures, green tents, the blue structure and the item just outside the enclosure that has what looks like two ropes or lines going to it, they are all there in both pictures.
