Most state and city governments will never recover from this shut down. All will eventually default on their bonds and loans. Most levels of government including the Federal government will be taking at least a 40% haircut. Claiming emergency powers drains resources totally.

Basically, the Democrats are waging war against everyone to hurt Republicans but in the process, their own supporters come out even weaker. They will sorely regret destroying wealth without actually taking it.
