For commercial buildings, including apartment complexes, often it is only the Maintenance Staff that has the keys to the areas where the shut offs are located, and with what has been going on in Texas nobody with one of those keys may be on the premises 24/7 (generally not every person on the maintenance staff will have one - too much hanky panky they can do it they are a douchebag).

WET water sprinkler systems can often only be shut off by the FD or the Sprinkler Company (situation in the building where our offices are - Bldg mgt can't turn it off, I asked). Potentially freezing temperatures is why some buildings in northern areas use DRY pressurized sprinkler systems, so water is never inside the pipe to freeze and break the pipe but those cost a LOT more to install.

Around here even apartment complexes do their plumbing from the ground up - and then using only INSIDE walls ... it is virtually unheard of to run water distribution pipes through attics or through the TOP of a building - do that and eventually you WILL get freeze broken pipes so nobody does it.

Elevation is too close to the water table to build basements, so the houses are all built on slabs. Water piping is all is the attic. All pvc / cpvc. Attics are vented and pipes always freeze and burst when it gets this cold ruining everything in the house. That's why the water is pouring down from above.

There are actually many people too ignorant to know how to shut off their water. Plumbers will be booked for months and charging $100 per hour. Low income people are resourceful. Pipes can be patched with garden hose and hose clamps in an emergency.

For prolonged 5-6+ hour of low 20 F period, dripping method wouldn't work, so you need to lock your faucet, and drain the water out of your pipe. So in preparation, you needs tank to store some extra water. It's common knowledge to not be over reliant on city water line.

Before the storm hit, you need to maintenance and preparation. Have a back up plan for heating, drinking water... For example, get heater fueled by gasoline, or wood for fireplace. Water tank, water bottle especially when you can't buy enough bottled drinking water. Boil the water before freezing temp arrive. Plenty of salt for cooking and thawing purpose...
