airport... I am not native to the area so I don’t know if it was a

If we had some indication Oklahoma's legislature was given a similar meeting as Kansas, then I'd say it was plausible. Without that evidence though I just can't keep it on the list for now.

Right now my short list of scenarios include:

-Cybersecurity (could be the legit reason just under weird efforts)

-NBAF security update/emergency activation. Maybe NBAF is needed to address a new virus as it was seen to be a bioweapon, and work will need to be rushed to get it done. Meeting was prep work for press/public interaction and if any effort is needed on their end. Could also have been the mundane update on how and when they expect viruses to start being shipped through

- Terrorism- Unlikely but not impossible. Wichita and Kansas City have FBI id'd cells for Islamic terrorist groups. Could also be a domestic threat.

- Related to the drones and their mission in Colorado/Western Kansas. That is it's own topic and rabbit hole as to what's involved.

It's actually the flimsiest one on my list. I have no direct proof, only too many things aligning and coming together. I almost went back and deleted it after posting my list but didn't because it would be a dire enough event to justify the drastic measures to inform the state Congress (skirting open meeting laws).

NBAF's construction isn't 100% complete (publically). It's slated for completion at the end of the year. I have no way to get data on what is normal and what isn't as far as construction activity. I have noticed more mention of it in the Manhattan paper, along with an op-ed made by one of the big guys there talking about security and how the security team, lab members, and even the general public, are all sensors in the protection system of the place.

I have talked to people who've hauled dirt out and concrete in. The facility is rated to take an F3 and the underground portion not be affected. That portion extends 39 feet underground and has 18" thick concrete according to what I'd been told.

If that underground portion is where the BSL-4 equipment is, there could be a rush on that. The Army could be called in, experts dashed over from Plum Island, CDC, etc.

The biggest problem with the theory is: Why is NBAF needed? We have facilities all over already. USAMRID, CDC labs in Atlanta, Plum Island on the East Coast. If it is a suspected Bioweapon, then I'm sure there is a specialized lab with that in mind, I just can't pull the name from off the top of my head.

It's something I've been chewing on for a while now with no luck. The only thing that makes sense (so far) is they need a facility that is relatively unknown (read not targeted by terrorists/enemy agents) and can be secured and airgapped from outside networks due to a concern over lab results being tinkered with by those with that capability.

Saw this was bumped and thought I would chime in to say that I haven't found any public discussion of his meeting again. Even in Kelly's State of the State speech the cybersecurity issue was absent. Cybersecurity was the reason given for the meeting/briefing to legislators publically.

Also as far as I could tell it wasn't an issue brought up in the legislative session this spring. Could have quietly been done but nothing I've seen in the papers or on local news channels.

Did hear some interesting tidbits about NBAF being mostly completed underground and when finished it should be able to take an F-3 to the face and the underground labs should be nearly unscathed. That was semi-reassuring.

Speaking of NBAF I did see an advertisement for a Biological Scientist posted Feb. 26 at the same time as Trumps little press briefing. Wasn't aware operations were beginning there but I figured with the other labs on campus there could be something operating within that umbrella using existing facilities, or could be a training path for when the facility is publically stated to open in 2023.

Local papers have said that NBAF would be the type of facility to study Covid 19 if it were online. It added that Plum Island currently was conducting research on it at the time of that opinion piece early February.

All committee meetings were canceled Tuesday afternoon and all Kansas House members were called to the Kansas Air National Guard for a meeting with the U.S. Department of Homeland Security.

Kansas Deputy Attorney General Jay Scott Emler sent a letter to Speaker Ron Ryckman Tuesday saying that the DHS briefing should be given in a closed caucus.

In the letter, Emler also said the closed session will include information applicable to the security of the State and its citizens.

I'm 100 percent sure at this point that they were briefed on the fact that bioweapons research that was being conducted at ft. detrick, and then wuhan, escaped. that's where Fauci moved the failed research, right? they shut down detrick because it was dangerous and then fauci moved it to wuhan, right?

I had to go look it up but the Communications Director posted an article a couple weeks ago saying the pandemic could actually delay the finishing of the facility by a couple months. Initially it was supposed to be finished before the end of the year and brought on line sometime in 2021 with all the germs moved over by 2023.

Now with all that said, there is work being done On-Campus in other labs that could be related to anything NBAF is doing. In an article the other day in the Mercury the K-State administration stated the department related to NBAF on their side was going to be supervising and processing Covid testing when students came back in August. So there is SOME capability already in place there.

TO get back to the original point of the thread I have still yet to find out what was said at those meetings. No word on the local scuttlebutt even which makes it even weirder.

You aren't wrong in saying work could be going on there. My problem with that is there isn't any talk of it in the local rumor mill. With the pandemic it's been on fire with everything bug related, and that would have spread fast and far.

That isn't to say there couldn't have been some dead of the night drop offs and sealing in of personnel. Pretty sure there has been some roadwork in the area that could allow for the redirection of traffic away from the site. I haven't been to Manhattan in a few months.

North Central KS here and I feel ya. I noticed more people open carrying of late and many are reaching out talking about what is going on with the protests. Few think things will end smoothly. All I can think to do is keep stocking and take advantage of things opening back up to double check things and maybe take an R&R activity here and there to be ready when the next phase starts.

I have also noticed more people from out of town suddenly sticking around. Many (I'm in a position where I see a lot of ID's) are from cities besieged by protests right now. Could be refugees of a sort or scouts for something worse. Tend to think former as they don't fit the "look" of the type you see on the news as being part of them. But if I wanted to have scouts to find targets I'd want ones that wouldn't raise alarms. Hard telling.

Would definitely say to small town folk: Pay attention to the license plates. If you start seeing a lot of them from one state, might be time to keep your head on a swivel a bit more. Get the feeling if it hits out here it won't be with warning or good reasoning to get the police alerted.
