Different countries must have different laws for tenants and landlords.

As a landlord, yes you will be held responsible if you entered into an agreement (verbal or otherwise ) to put it back to the natural state (color) it was when you moved in. Too many tenants forget they do not own the property and can do as they please. If you painted what color you wanted, then it is ALL on you to put it back the color ( exact) the owner/landlord wants.
I run into this all the time, this is why tenant painting is completely out of the question. If you want to paint your own color then you need to own the property first.

Ok so the property manager(( supper intendant )) told me 2+ yr's ago that if I picked a neutral light colour the walls wouldn't have to be painted when I move .....
so we picked out a very light very neutral colour together and the Supper went out and purchased it for me ...
Well I was told today by the owner of the building that it has to all be back to the " builders beige" before I leave @ end of this month...
Or he will charge me $1000.00 to have a 800sq feet apt painted
Can he do this legally ?????
What are my rights ??

He says people will purposely destroy walls, plumbing, as well as leave the house destroyed. They leave the city and he never hears from them again or at least they never pay to fix things they destroyed. If you were required (are your father) to provide a security deposit they can and will keep that if you don't repaint. Pain in the rear but really wouldn't take much effort to throw some paint on the wall but normal wear and tear is a legal issue you could win in small claims court.

Had many landlords. If the paint is fairly okay, and as you say, you fill in any holes etc, and it's in a neutral shade, then I HIGHLY doubt he will go to the huge trouble of the small claims court.
You were told you could, and they bought the paint! *I* can tell you are truthful, and I can't even see you; a court would know too, and would throw him out. Just keep repeating what you told us.

Thats the law here, BC, at least. Wear and Tear, landlord responsible for repainting every year, which they don't, but that means you don't have to if you've stayed a while.

Carpets and lino, 4 years or so, as well. Wear and Tear is important. Along with photos of the place when you move in.

Tenancy act says otherwise. The lease agreement can't violate it and its the landlords duty to repaint with the new tenant, if you've been there over a year. Each year in fact. Its called wear and tear.

leases cannot violate tenancy acts.

Now sometimes small claims courts are corrupt but thats a misfire of justice not the law, when you get a bad judge.

It doesnt matter what the lease says about paint, that was 2 years ago, so he had to already repaint it by now. Most don't until you move out, but then its their responsibility.

contact a city attorney, they may know about these lease agreements, they may be able to assist you, because it sounds to me like you're getting cheated, unless your lease specifies something about this "building beige" thing

they bought the paint and painted it, so unless the lease specifies anything about the paint color, i'd think normal "wear and tear" applies, which normally doesn't include the tenant having to repaint the apartment

since the landlord has essentially notified you of his intent to cheat you $1,000, i'd withhold the rent in the amount of your security deposit, to ensure you got all your money back, but if he already has your last months payment that may be moot point, so you may be looking at small claims court

some places have a simple small claims process, simply mailing a certified letter to the business address of the place, which if you don't have, i'd think the city would have that, landlords usually need things like occupancy permits

your landlord sounds like a dick, so depending on your situation, i don't know, but it seems like he's trying to enact an illegal covenant to the lease, you may have to go small claims court, that would generally be in the jurisdiction (county) of where the apartment is

You have none if you did not get the okay in writing. Especially if you live in a state that values their landlords over their renters, like me. Always get those sort of agreements in writing, chalk this up to "live and learn" and move on. It sucks, I feel for you and there is nothing you can do about it without written proof.

You will always loose as the tenant. Paint that sucker. In the future anything they say needs to be written down and have them sign it. I learned that years ago when I was sued for giving a verbal notice I was moving instead of a written. Cost me $1900. Everything in writing, remember..

I thought the standard was to bring the walls to white and let the manager/owner worry about specific colors.....

last time I went to the paint store, there were about 30 different shades of beige. If you opt to paint yourself, I'd get a few of those sample cards first and let the owner choose and approve and this time get it in writing.

And since he offered you the option, he does appear to be cooperative to some degree.

What is the method of determining fault? 3rd party arbitration?

One more thing, if the lease was signed after you painted you have a STRONG case.

If it was painted after signing, you are responsible.
