Lake Oroville Dam Is Failing -Main Spillway to open soon pg. 79 | |
Anonymous Coward User ID: 70785877 United States 02/14/2017 03:06 AM Report Abusive Post Report Copyright Violation | The emergency spillway is doing exactly what it was designed to do. It's called an emergency spillway for a reason. Quoting: Switchback 69654404 It will be lined with rocks, but everyone knows it will remove the landscape when it's opened. The engineering is done to maximize the dam safety, and to withstand an earthquake, the parking lot is not part of the Dam. It's meant to be destroyed. If the emergency spillway opens, then the least concern will be the beautiful landscape that is below the dam. The emergency spillway is designed to preserve the Dam from failure. It's working as it was designed. . Actually, that emergency spillway was never up to snuff from the day it was "completed" it was incomplete in that it lacked a smooth slope back to the river that would allow water to sheet and minimize erosion. It doesn't have to be concrete but it sure can't have brush and trees growing on it and a road meandering through the contours. |

The Earthen part that is under the spillway and the emergency spillway, that is in risk of breaking apart. |

We get it every spring in upstate NY where the Mohawk river meets the Hudson. They can take a pounding and not go anywhere. What makes them crumble are a) contractors that cheat with their cement mixes, and b) debris. Quoting: Anonymous Coward 35676288 Hard to cheat w cement these days and not much debris coming over that dam. You're talking about concrete dams. This damn is all earthen. It can't even take a sustained overflow because it will erode the top of the damn. This "earthen dam" does have a coffer dam inside it. Yep, it's concrete along with another concrete section straight down from the top. freedom123-GO TRUMP |

Maybe Friday but not now. They never made any effort at all to modernize and build a spillway for the Emergency Spillway. Instead they built a huge parking lot at one end and compromised its entire function. This whole disaster could have been prevented. :Orodis: Here is what I mean. The first half of the Espillway is all that was intended to overflow and ONLY in extreme flooding- last resort. The 2nd half was not even meant to be used and they had it reinforced with boulders and concrete under only THAT PART (which held btw). The parking lot and on down there was NOT supposed to even be under water. Fatal flaw never fixed and it will cost them the WHOLE DAM. That pic is a bit of a misrepresentation If it is, why had they only bolstered it below and exactly where the red is? They had done absolutely nothing to control it anywhere around the parking lot. Our main answer is Expanded Evacuations areas: Biggs, Gridley, Live Oak, Linda, Marysville, Nicolaus, Oroville, Palermo, Plumas Lake, Thermalito, Wyandotte in Butte, Sutter and Yuba counties. Today, they moved at least one evacuation center to an even higher area. California National Guard officially on call, entire force Swift Water Rescue Task forces brought in Military Police activated FEMA Coordination Center activated They already know. When in the history of disasters have you ever seen this large a mobilization of help before it even happened? |

I was wondering, is California known to deploy so many assets out of an abundance of caution like this? Especially since just a couple days ago the line was "everything is fine." I'm having a hard time coming up with a similar example anywhere recently. |

Has anyone seen the Nat Guard in any of the communities which are evacd or any FEMA trucks rolling around anywhere? I remember hearing it during one of the press conferences but just went look it up for some links. Seems the only one not deployed or potentially deployed are the Swift Water Rescue Task forces, which were on their way to Oroville from L.A, but called back because the water was no longer going over the emergency spillway. So far I haven't seen any FEMA vehicles on the broadcasts, but I spent a good deal of the time grabbing screen shots of the park cam this afternoon. Sounds like Nat Guard is on standby for now. Here's a few links I found: All 23,000 California National Guard Soldiers Ordered to Be on Alert for Oroville Dam Emergency [link to ktla.com] Southland rescue teams cancelled before leaving to help with Oroville dam emergency [link to mynewsla.com] Oroville: Governor Issues Emergency Order; Pentagon Preps Military [link to www.breitbart.com] <snip> The orders requires state agencies to “enter into contracts to arrange for the procurement of materials, goods, and services necessary to quickly remove dangerous debris, repair damaged resources, and restore and protect the impacted watershed.” It also invokes California Military and Veterans Code sections 146 and 147, and calls on the California National Guard to mobilize “to support disaster response and relief efforts with all relevant state agencies.” FEMA activates Oakland center in response to Oroville emergency [link to www.ktvu.com] |

Brown signed the Executive Order, all those things were put in motion. Did you see the Cal OES live stream right after the announcement? They streamed it for 7 hours. It was one of the things that struck me as peculiar. Like they were proving something. I don't know exactly what I mean, was just weird to see them stream it right after the Executive Order was signed but before a full catastrophic failure of the dam.
