DH prosecutes two persons for suspected violation of compulsory quarantine requirement

The Department of Health (DH) today (February 17) said that summons will be issued against two persons suspected to have violated the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) (the Regulation) and solemnly reminded persons under compulsory quarantine to comply with the requirements under the Regulation for the 14-day compulsory quarantine.

Since the compulsory quarantine measure was implemented on February 8, four Hong Kong residents under compulsory quarantine had attempted to leave Hong Kong but were intercepted by the Immigration Department at boundary control points. The DH has immediately sent them to quarantine camp and launched an investigation with the Police. Following investigations, the DH has applied to the court to serve summons on two persons involved. For the remaining two persons, the DH and the Police will continue to gather more evidence for consideration in making prosecution by the Department of Justice.

According to the Regulation, except for exempted persons, all persons having stayed in the Mainland for any period during the 14 days preceding arrival in Hong Kong, regardless of nationality and travel documents used, are subject to compulsory quarantine for 14 days. Contravening the compulsory quarantine requirement is a criminal offence. Offenders are subject to a maximum fine of $25,000 and imprisonment for six months.

In response to media report today about two persons under compulsory quarantine staying at a subdivided flat and were suspected to have left their place of quarantine due to the lack of toilet in their accommodation, the DH has contacted the two persons and noted that their accommodation is a separate unit with en-suite toilet and bathroom, hence suitable for home quarantine. Nevertheless, one of the persons admitted to have gone out without permission for buying food. The DH has issued a warning letter and reminded the duo that they can call the Home Affairs Department’s hotline for assistance. The Social Welfare Department will also provide assistance as necessary.

In general, Hong Kong residents will stay at home for quarantine. For non-Hong Kong residents who have arranged to stay at hotels or other dwelling places, they will conduct quarantine at the concerned hotels or dwelling places. If persons under compulsory quarantine are not able to arrange accommodation, they will conduct quarantine at quarantine camps under the Government’s arrangement.

Coronavirus Infection Found After Cruise Ship Passengers Disperse

The cruise ship had been shunned at port after port for fear it might carry the coronavirus, but when the Westerdam arrived in Cambodia on Thursday, the prime minister greeted its passengers with flowers.

“We anticipated glitches, but I have to tell you I didn’t anticipate one of this magnitude,” said Dr. William Schaffner, an infectious disease specialist at Vanderbilt University Medical Center.

With more than a thousand passengers from the Westerdam headed for home, Dr. Schaffner said, it may be harder than ever to keep the coronavirus outbreak contained to China.

Dr Liu Zhiming, the director of Wuchang Hospital, is the first hospital leader to have 'sacrificed' in the fight against coronavirus, reported Red Star News.

The news comes after a 59-year-old nurse in the same hospital was killed by the virus last Friday.

A couple who was diagnosed with coronavirus, also known as COVID-19, flew on two airliners earlier this month around Hawaii, according to statements from Hawaiian Airlines and Delta Airlines.

Carried out on a sample of 1099 patients in whom the presence of the virus has been confirmed by DNA analysis, they allow a better understanding of the profile of the patients treated. Those in critical condition present several factors which seem to worsen their pathology, such as hypertension in 23.7% of cases, then diabetes, which concerns 16.2% of the most serious cases.

Other factors could come into play, such as smoking. Of course, 85.6% of infected patients are non-smokers. But there are more severe cases among smokers (16.9%), while smokers are slightly less (11.8%) with a less severe form of the disease. Earlier this year, a team of Chinese researchers published a study on the profile of infected people in the specialized journal The Lancet. The study involved only 99 patients, but in about half of the cases (50 patients), coronavirus infection occurred in people who already had an underlying pathology, such as cardiovascular disease (40) and diabetes (12).

Median age of coronavirus patients set at 47

The median age of patients in this study is 47 years, compared to 55.5 years mentioned in the previous study published in the Lancet. The proportion of women and men is also slightly different. Women represent 41.8% of patients, while the study published by The Lancet included around 23%. Very different figures which can be explained by the fact that the previous study published in the Lancet only concerned a sample of 99 people, compared to 1099 for the study published in Medrxiv. The latter fixes the median incubation period is 3 days. It is established in a time ranging from 2 to 14 days.

The new study published in Medrxiv also confirms the symptoms that had already been described in previous official publications. This new work describes three major symptoms of COVID-19 coronavirus: body temperature above 38 degrees (87.9% of patients), coughing fits (67.7%), and severe fatigue (38.1%) . However, "this study shows that fever was only present in 43.8% of patients with the coronavirus at the time of their management, while it rose to 87.9% during hospitalization."

China has issued more than 1,600 force majeure certificates to shield companies from legal damages arising from the novel coronavirus disease (COVID-19) outbreak.

The China Council for the Promotion of International Trade (CCPIT) has issued 1,615 certificates by last Friday for companies involving over 30 sectors, covering a total contract value of 109.9 billion yuan (about 15.7 billion U.S. dollars), said the CCPIT.

Bottom line: we are not seeing much evidence current that trends in influenza-like illness in the US are being driven by #COVID19.

It's a PDF so I can't cut and paste easily. It's a very short read, but essentially, as the tweet above states, they are not seeing much evidence of underlying COVID infections in the US.

1. #COVID19: China CDC has published a fascinating paper describing the outbreak, based on ~72K cases (confirmed, suspected, clinically diagnosed & asymptomatic). 44,672 of them are lab confirmed, making this the biggest data set seen from this outbreak.
Interesting stuff.

2. #COVID19: They report that there have been no superspreaders, or superspreading events recorded in health care facilities to date. That suggests the earlier reports of 1 patient infecting 14 health workers may have been misunderstood?

3. #COVID19: Despite the good news on the lack of superspreading, 1716 HCWs had been infected with the virus by Feb. 11, & 5 had died. They include an epi curve of those infections. While confirmed HCW cases have dwindled, clinically diagnosed & suspected ones continue.

4. #COVID19: the authors suggest the outbreak may have been declining at the end of the period studied (till Feb. 11). But they warn that some of the movement restrictions are coming off & transmission may rebound. @WHO
warned today to be cautious in reading this.

5. #COVID19: The paper includes the most detailed breakdown I've seen of ages of cases & deaths by age group. 1 teenager has died. But deaths really tick up from 50 yo and older. The fatality rate among confirmed cases 80 & older is unsettling.

6. #COVID19: The gender breakdown is interesting. Early on it seemed like men were more likely to be infected, but that isn't true. However, men do make up about 2/3s of the fatal cases. There is no indication of whether there are age differences in the male vs. female cases.

7. #COVID19: The authors say the case data suggest multiple jumps from an animal source to people in the beginning of the outbreak, with the virus taking off human-2-human after. The genetic sequences don't support this, do they, @trvrb

Delta is reaching out to Hawaii-Japan passengers after coronavirus scare

Delta Air Lines said today it is “proactively reaching out” to its passengers who recently traveled on one of its flights between Honolulu and Nagoya, Japan, after it became aware that two passengers on that flight are being reportedly treated for the novel coronavirus.

Here's the statement from Delta:

“We are communicating with the appropriate public health officials, including U.S. Centers for Disease Control and Prevention and local Japanese authorities. The health and safety of our customers and crews is our top priority, and in cooperation with Japanese health officials, we are proactively reaching out to customers who were onboard that flight as well as taking the necessary steps to ensure the safety of our customers and crew."





I wonder how many people have been on that plane, subsequently.

1,223 new hospital discharges



Hubei Cumulative Numbers


59,989 confirmed

7,862 patients were discharged

1789 fatalities

41,957 cases are still being treated in the hospital

9117 are critically ill and 1853 are critically ill

4194 suspected cases

69,270 people were still under medical observation


That works out to a 19% CFR (which is still high)

And a 2.9% mortality rate.

That's just for Hubei.

Doctors studying a 50-year-old man who died in China last month from the new coronavirus found that the disease caused lung damage reminiscent of two prior coronavirus-related outbreaks, SARS and MERS.

The patient died on Jan. 27 after a two-week illness that left him increasingly breathless. His heart stopped following damage to his alveoli, tiny grape-like sacs in the lungs that help bring oxygen into the blood and expel carbon dioxide. Blood tests showed an over-activation of a type of infection-fighting cell that accounted for part of the severe immune injury he sustained, doctors at the Fifth Medical Center of PLA General Hospital in Beijing said in a study released Sunday.




So cytokine storm and lung damage. ("ground glass opacity" on a chest x-ray indicates this alveoli damage.)

At 04:00 on February 17, 31 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps reported 1886 new confirmed cases, 1097 new severe cases, and 98 new deaths (93 in Hubei, 3 in Henan Cases, one in Hebei and one in Hunan), with 1432 new suspected cases.

1701 new cases were cured



1,868 deaths

72,436 confirmed cases

6,242 suspected

141,552 close contacts were still in medical observation


A total of 92 confirmed cases were reported from Hong Kong, Macao and Taiwan: 60 cases in Hong Kong Special Administrative Region (2 cases discharged, 1 death), 10 cases in Macau Special Administrative Region (5 cases discharged), 22 cases in Taiwan (2 cases discharged, 1 case died) )
