Wuhan New Pneumonia Prevention and Control Headquarters issued a notice today in order to control the risk of contagion caused by the movement of personnel. Starting at 00:00 on January 26, 2020, except for licensed transport vehicles, free transportation vehicles, and official vehicles, Motor vehicle ban management is implemented in central urban areas. If citizens do have traffic needs, they will be implemented in accordance with Command No. 8 Circular, and each community will be equipped with sufficient vehicles to support demand.

The first person known to have been infected by the Wuhan coronavirus
had never visited the city’s seafood market – regarded as the epicentre of the outbreak
– according to Chinese researchers, who also called for extra precautions against airborne transmission of the disease between humans.

The researchers, seven of whom work at Wuhan’s Jinyintan hospital, designated for patients with the illness, revealed on Friday in The Lancet medical journal that symptoms of the new disease were first reported on December 1 – much earlier than the Wuhan government’s initial announcement on December 31 of 27 cases of the pneumonia-like infection.
According to the report, the first patient had no exposure to the Huanan seafood market which was shut down on January 1 over fears – later confirmed
– that the new virus was linked to its trade in wild animals. The researchers added that none of the patient’s family had developed fever or any respiratory symptoms. There was also no epidemiological link between the first patient and the later cases, they found.

We found the basic reproduction number, R_0, to be around 2.2 (90% high density interval 1.4--3.8), indicating the potential for sustained human-to-human transmission. So, they have banned all public transportation in XX cities and regions. Now they are starting to ban private conveyances, allowing only government sponsored vehicles to move. (FYI, I saw a stat that said 220,000 POVs left Wuhan just before the travel ban took place.)

This situation in several cities is already dire, but I'll use Wuhan for discussion purposes since this is ground Zero. Wuhan is approximately 600 sq miles. There are 26 power generating facilities in Hubei province ( [link to en.wikipedia.org (secure)] 15 of those are non-renewable, coal, gas, fuel oil. Those facilities need people to run. Deliveries of fuels, people to unload fuel, people to run the power plants, etc. At what point do people stop going to work? Or start dropping dead at work? Or people can't get to work? They can send in the military, but the military will be busy enforcing quarantines. We are mere steps away from martial law, if we aren't there already.

Non-government sponsored info is being clamped down on. I suspect that soon the internet there will be severely restricted. But, I believe, if things are as bad as I think they are, that we will start hearing rumors of power outages and local electricity blackouts, first, and probably total electrical blackouts eventually. You want to see panic? Turn out the lights for a day or 2.

We are on a slippery slope, and it's going to be difficult to put on the brakes.

Minnesota gears up virus precautions as two suspected cases are reported

The Minnesota Department of Health issued an alert to doctors and other health care providers this week asking them to notify authorities about any patients with respiratory symptoms or fevers who recently traveled in Wuhan, China. Callbacks from Minnesota doctors resulted in state officials sending two lab samples from suspect patients for testing at the U.S. Centers for Disease Control and Prevention.

The two suspected Minnesota cases involve travelers who had visited Wuhan recently. Both have received medical attention but did not need to be hospitalized. They are isolated at home while state health officials await test results from the CDC and reach out to people with whom they have been in contact, said Kris Ehresmann, infectious disease program director for the state health department.

“We’ve identified their contacts, and so we’re beginning to follow up with those individuals to see if they have symptoms of illness and to limit their activities” as needed, she said.

At the University of Minnesota, spring semester began Tuesday, with more than 2,200 Chinese international students recently returned from China. While the U said it will work closely with the state health department to monitor any developments, it stressed that there are no confirmed coronavirus cases on any of its campuses, according to a public health alert.

Boynton Health, the U’s Minneapolis clinic, will ask patients with fever or respiratory symptoms about overseas travel.

Four confirmed in Malaysia. The latest is a 40 year old who traveled from Singapore with 17 others. The other 3, IIRC, are a family cluster.

Probably more than one factory in the area and already they are running out of gear. Average time for production of orders is 2 weeks or 4 weeks during peak time. Looking at the pic of that factory and how they literally have it in their backyard and still can't keep up...thinking of all the people and how they will get to work or make the people work (even in Commie China)...well, it was a bit frightening in my head once the cascade of thoughts hit like it seems to have for you this morning.

I mean, think about it. How much vaccine would they have to sell just to make up for the loss of economic activity from closing Wuhan?

I don't really want to get into speculation on the causes, it's not really important how, at this point, to us little people. However, let's just explore your thought for a moment, because something has been bothering me. It would not surprise me if this is a released bio weapon. However, if someone was going to intentionally release it on their own population to reduce their numbers, one would think they ChiComms would have positioned themselves a little better to deal with the consequences. And, they would have to know that intentionally releasing something that WILL travel to other countries is going to create a LOT of publicity and scrutiny. Look at H5N1, SARS, MERS, etc. It appears H5N1 was an accidental Chin lab release, but hardly broke the news here, as it didn't effect us. The HK Health department intentionally hid cases of SARS from WHO inspectors for months, going as far as creating special ambulances to move the sick from hospital to hospital just before the inspectors reached the 1st hospital.

I just don't see that the Chinese would risk losing the appearance of control, or Chinese cohesiveness. And for President Xi to publically say the situation is "critical" is quite tell.

But, all this leads to something that has been nibbling at my brain. Because of this loss of control, loss of cohesion, loss of Face, and possibly the loss of hundreds/thousands/dare I say millions? of people, will they, at some point feel helpless and lash out at the rest of the world? Their imperial destiny dashed, might they decide they have nothing to lose and do something desperate?

When I start seeing Chinese officials starting to imply that they were attacked by a bio-weapon, I will assume they have decided to go out with a bang.

We are nowhere near to that point, but it is something I've been contemplating.
